PR #80's workflows all requested runs-on: pedalpebble, a label no runner was ever registered with. Robert just registered two runners; their only label is docker (plain act_runner Docker executor, code.forgejo.org/forgejo/runner:13). Corrected all 24 occurrences across the four workflow files so jobs actually get picked up.

Does not fix everything: the container images every job pulls (git.butzei.de/robert/pedalpebble-tooling/{pebble-toolchain,android-toolchain,ci-tools}) do not exist yet in the registry (pedalpebble-tooling 404s) — jobs will still fail to start until those are built and pushed, per tooling/docker/README.md's already-documented manual step.
